EU Plans Advanced Research Agency to Boost AI and Strategic Technologies for Greater Competitiveness

January 24, 2025 – According to a Bloomberg report today, the European Union (EU) is proposing the establishment of an advanced research project agency, mirroring a similar entity in the US government, to invest in strategic technologies as part of a broader effort to enhance the EU’s competitiveness.

Additionally, the EU is calling for the construction of new supercomputing infrastructure dedicated to artificial intelligence (AI). Sources close to the matter and leaked documents reveal that these plans have been incorporated into a new strategic draft that is set to be released by the EU at the end of January.

Dubbed the “Competitiveness Compass,” this initiative aims to provide guidance for competition with China and the United States over the next five years. The plan is scheduled for release next month.

An EU report cautions that without significant changes, the bloc’s future as a developed economy, investment destination, and manufacturing hub could be at risk. The report outlines a series of proposals that are expected to be fleshed out in specific bills and legislation in the coming months.

To improve access to funding, the EU intends to revise its merger rules and introduce a competitiveness fund in its next budget. Inspired by the US government’s advanced research project agency, which invests in strategic technologies such as AI, advanced materials, and robotics, the fund aims to bolster EU’s technological prowess.

Furthermore, the EU plans to undertake additional measures in areas like cloud computing, quantum computing, as well as space and biotechnology. The bloc aims to roll out dozens of initiatives addressing these issues within the next two years. This comprehensive approach underscores the EU’s commitment to staying ahead in the global technological race.
