May 7, 2025 – TikTok made a significant announcement today, revealing plans to establish its inaugural office in Finland and launch its first data center project in Kouvola as part of the “Clover Initiative.”
The data center, which will be constructed by local developer HyperCo Oy, involves a total investment of 1 billion euros.
TikTok emphasized that this new facility is a critical component of its broader 12 billion-euro “Four-Leaf Clover” data security initiative. The project is designed to deliver industry-leading data protection for TikTok’s 175 million users across Europe.

Once operational, the data center will serve as a key part of TikTok’s “European Safety Zone,” storing user data locally within Europe. By enhancing its local data management capabilities, TikTok aims to meet the “highest security benchmarks and regulatory compliance standards.”
Marita Toika, the mayor of Kouvola, expressed her enthusiasm, stating, “We are delighted to welcome TikTok to our city.
