Opera Accuses Microsoft in Brazil: Laying Obstacles to Hinder Non – Edge Browser Use

July 30, 2025 – Today, tech news outlet The Verge reported that Opera Browser has lodged a complaint with Brazilian competition authorities, accusing Microsoft of engaging in anti – competitive practices while promoting its Edge browser.

Over the past few years, Microsoft has been making persistent efforts to convince Windows users to adopt Microsoft Edge as their browser and set Bing as the default search engine. This has drawn the ire of Opera.

Opera claims that Microsoft is using “manipulative design strategies” and has filed the complaint with the Brazilian competition body today, alleging that Microsoft is resorting to anti – competitive means to steer users towards Edge.

Aaron McParlan, Opera’s legal counsel, stated, “Microsoft takes every opportunity to stifle browser competition within the Windows system. It starts with pre – installation, where browsers like Opera are excluded. Then, it puts up numerous obstacles to prevent users from downloading and using other browsers.”

According to Opera’s complaint, Microsoft ignores users’ choices regarding the default browser in multiple ways. For instance, when opening PDF files or links in Outlook and Teams, as well as when opening links through Windows search or widget functions, Microsoft tends to direct users to Edge.

The Verge’s report also mentions that Opera points out Microsoft uses “intrusive banners and messages” when users search for other browsers in Edge, in an attempt to stop them from downloading alternative browsers.

McParlan added, “Despite Microsoft’s strategies, Opera has achieved significant success in Brazil. It is the third – most popular browser in the country and has millions of loyal users. This complaint addresses Microsoft’s global practices and offers Brazil an opportunity to take the lead on this international issue.”
