OpenAI Strikes Multi-Million-Dollar Custom AI Deals with U.S. and Indian Governments

June 30, 2025 – According to a recent report from The Information, OpenAI is taking a page out of Palantir’s playbook by significantly ramping up its consulting services. The AI giant has secured customized AI collaboration agreements with notable entities, including the U.S. Department of Defense, the Indian government, and Southeast Asian ride-hailing giant Grab.

Sources familiar with the matter reveal that OpenAI has adopted a sales approach similar to that of many software firms when promoting its AI technology to large corporations and government bodies. This strategy involves deploying in-house researchers and software engineers to develop tailored AI solutions that meet the specific needs of each client.

To support this expanding consulting arm, OpenAI is actively hiring more staff and allocating additional resources. Typically, the company charges clients a minimum of $10 million for these services. Once a deal is signed, OpenAI’s engineers work closely with clients to guide them through the “fine-tuning” process, ensuring that the AI models are optimized for their particular use cases.
